Melbourne Showgrounds has an excellent working relationship
with its neighbours including agreement on issues relating to
noise and traffic management protocols.
For some time now a number of management protocols have been
used to successfully manage Melbourne Showgrounds events where
amplified noise is used.
These management protocols include the following:
- Acoustic consultants must be engaged by the Promoter to
monitor and ensure that noise at the source and its consequent
level on the Showgrounds perimeter complies with acceptable
limits.
- A Noise Bond is payable by the Promoter prior to the event
as an incentive to comply with the noise monitoring process.
- Before the event commences, the acoustic consultant must
meet with the Promoter's representative during sound tests to
establish appropriate maximum noise levels at the sound
system-mixing desk.
- During the event, communication via mobile phone to the
mixing desk must be done to enable noise levels to be reduced
if SEPP N-2 limits are exceeded.
- During the event, a 3 letter warning process is used by
the Showgrounds to give the Promoter every opportunity to
comply with noise requirements.
Please note the Showgrounds must approve supplier involvement,
including the Promoter's acoustic consultant, particularly for
large events.
Performance requirements of the planning scheme and in
particular Statement of Planning Policy SEPP N1 (Control of
noise from trade industry and commerce) & SEPP N2 (Control of
music noise from public premises) are in use.
